Hackney has the highest number of independent gangs of any London borough followed by Tower Hamlets (each has over 25 separate gangs). Both boroughs also have a high concentration and volume of large council estates which means boundaries are often highly contested, particularly in Hackney. Hackney has long been home to gangs as far back as the 1970's (and historically going back to the 19th century when gangs, then known as Mobs, were prevalent throughout central London

A number of the modern urban street gangs developed during the demise of the sound clash culture, brought on by the sound pollution laws and the removal of pro-social activities from young people, by the conservative government, in Hackney throughout the 1980's. Coupled with this shift, mass unemployment and the growing drug economy in an already deprived area (Hackney is one of the most socially deprived boroughs not just in London but in the United Kingdom) brought on a negative street culture fuelled by young men seeking illegitimate income opportunities to sustain themselves.
